Dr. Tien-Mu Huang is currently the Vice Chairperson of the Financial Supervisory Commission (FSC), Taiwan. He has over 30 years of experiences within the supervision of financial industries. He previously served as Director-General of Securities and Futures Bureau as well as  Insurance Bureau of the FSC, Interim Director General of the Examination Bureau of the FSC, Secretary General of the FSC, and Deputy Director-General of the Monetary Affairs of the Ministry of Finance (currently Banking Bureau of the FSC). He is also an adjunct professor at Taiwan’s Tunghai University.   

Dr. Shi Xiaocheng

Dr. Shi Xiaocheng is currently the Co-Chairman of China Exchanges Services Company Limited, and also the consultant of Hong Kong Representative Office of Shanghai Stock Exchange, and the consultant of China Investment Information Services Limited. Dr. Shi finished his PhD in University at Buffalo, the State University of New York.  After his graduation, Dr. Shi joined Shanghai Stock Exchange in 2002, and worked at various departments, including Information Center and Global Business Development Department.

Prior to joining the Taiwan Stock Exchange (TWSE), President Chi-Hsien Lee served for a total of more than 30 years in the Taipei Exchange (TPEx), Ministry of Finance and Financial Supervisory Commission of Taiwan, and has been honored with the Distinguished Public Servant Award. With a strong theoretical background and wealth of professional experience, Chi-Hsien Lee has made remarkable contributions to the Taiwan securities and futures market system, as well as the regulation and management of Taiwan’s capital market throughout his career.

Alex Huang took part in the founding of the first ETF in Taiwan in 2003 and also in 2009, with the linked product method, he introduced ETFs from Hong Kong to be cross-listed in both Taiwan and Hong Kong. In 2009, he has also won “Outstanding Securities Talent Award” during the 10th Golden Goblet Awards, followed by becoming one of the top 100 MVP Managers of magazine, Managers Today, in 2012. Alex has recently won Best Chief Investment Officer from the Taiwan area, from the Allianz Global Investors Magazine.

Shin-Chung Chen

Mr. Shin-Chung Chen leads Taiwan’s first index company dedicated to providing innovative index solutions. Prior to this, Mr. Chen was a senior vice president at the Taiwan Stock Exchange (TWSE), leading the company’s efforts in developing corporate strategy, conducting research of the securities market, developing financial products, and publishing market statistics. Mr. Chen previously worked at various levels in the departments of International Affairs, Listing, Market Surveillance, Futures Trading Task Force and Auditing. Before joining the TWSE in 1990, Mr. Chen worked on the senior leadership team at a listed steel company and then as an industry researcher for a securities house. He also served as Financial Lecturer at several universities.
Naikuan Huang

Dr Naikuan Huang is Senior Executive Vice President of the Taiwan Stock Exchange Corporation (TWSE) and Chairman of the Taiwan Ratings Corporation since December 2013. Based in Taipei, he oversees several TWSE operating units, including systems, market data, corporate strategy and corporate communications.
Before assuming this office, he was SEVP of the Taiwan Futures Exchange, 2010-2013. Prior to that, Dr Huang was Chairman of the Taiwan Certificate Authority, a PKI service provider to the local financial industry, 2009-2010, and executive of various functions at the Taiwan Stock Exchange 1989-2009. Dr Huang received PhD in Electrical Engineering from the University of Southern California.
Jennifer L. Wang

National Cheng-Chi University Risk and Insurance Research Center

Professor Jennifer Wang is the Chairman of Risk and Insurance Research Center at National Cheng-Chi University and the President of Taiwan Risk and Insurance Association in Taiwan. For the past three years, she has served as the Chairperson and Vice Chairperson of the Financial Supervisory Commission in Taiwan. Professor Wang was also the President for Pension Funds Association and President of Taiwan Insurance Guaranty Fund.  With extensive research in the risk management and pension fund, she has been served as the board of director and consultant for many financial institutions and as the board member to various committees in government pension funds.
Michael Lin 

Michael Lin has over 25 years of diverse experience in capital market.  He joined the Taiwan Stock Exchange as Senior Executive Vice President and the Spokesman in 2006 and later on took the role of President of the TWSE in 2013.

 

Previous to this, he served as Senior Executive Vice President of the Taiwan Depository & Clearing Corporation (TDCC).  

 

Before his tenure at the TDCC from 1990 to 2006, Mr. Lin held various management roles at the Fiscal Information Agency under the Ministry of Finance, as well as the Postal Savings Bureau for fifteen years.  He specialized in IT management, public and media relations, and corporate strategy.

 

Mr. Lin holds a L.L.B. degree from the National Taiwan University.  He earned an EMBA from the National Chengchi University, Taiwan in 2005. Living in Taipei, Mr. Lin is now a happy retiree—Father of two and a proud grandfather of beautiful twin granddaughters. He likes to watch sports on television and live. His current goal is to climb to the top of Yushan (the highest mountain in Taiwan) this year.

Shih-Chuan Tsai joined TAIFEX after an eminent career in academia, with his last position as a Professor of Finance at the College of Management in National Taiwan Normal University. At TAIFEX, Dr. Tsai oversees the departments of trading and business development, covering the works of product research and development, corporate strategy planning, international cooperation and strategic alliance, market trading mechanism, marketing and promotion, and domestic public relations. Dr. Tsai is also a member on TAIFEX Trading Committee and the Editorial Committee of the Journal of Futures and Options. Dr. Tsai received his Ph.D. in Finance/Economics from the Boston University and MBA and Bachelor in Finance from the National Taiwan University. He is a CFA and CPA.
Pony Bo-Li Huang

During her 27 years at TWSE she has worked in the: Auditing, Trading, New Product Development, Strategy and Planning, and Clearing Departments. She designed Taiwan’s first Futures Contract, and built up Taiwan’s Securities Borrowing and Lending system in 2003. Now she aims to increase the liquidity of ETFs and encourage issuers to introduce different kinds of ETFs in the Taiwan market. Prior to joining the TWSE, she conducted securities market research at Fu-Long Securities Co, where she began her career. She received her MBA degree from Tunghai University in 1988.

Vincent Kwan is Director and General Manager of Hang Seng Indexes Company Limited.  He joined Hang Seng Bank in 1998 as Chief Economist and continued to work in that capacity until October 2007.  In March 1999, he was appointed Director and General Manager of Hang Seng Indexes Company Limited.  Prior to joining Hang Seng, Vincent worked as a sell-side analyst with responsibility for analysing listed companies and various industries as well as for economic forecasting.

Priscilla Luk serves as senior director of index research and design, at S&P Dow Jones indices. She is responsible for conceptualization and design of new indexes using a combination of analytical, commercial and regulatory considerations. Priscilla also regularly publishes research on new and existing products, and represents S&P Dow Jones indices at media engagements, conferences and other client events. Priscilla graduated with a B.Sc. in Quantitative Finance from the Chinese University of Hong Kong. 
Chin Ping Chia

Chin Ping Chia, Managing Director and Head of Research, oversees MSCI’s research functions in Asia. He also manages the firm’s global applied research efforts across asset classes and works closely with the world’s leading investors on a wide range of investment topics. More recently, He led two major consultation projects on factor investing and Long term investing for the Government Pension Investment Fund, Japan. Chin Ping is a resident expert on China and regularly works with regulatory bodies to address capital market development issues. Prior to joining MSCI in 2001, Chin Ping was a buy‐side analyst at HSBC Asset Management and held senior position at the Ministry of Trade & Industry of Singapore. Chin Ping received his degree in Economics from the National University of Singapore and is a CFA Charter holder. He also serves as an advisory board member of the Quantitative Finance Program of the Chinese University of Hong Kong.
Eddie Pong

Eddie is currently the Director in the Research and Analytics team at FTSE Russell. He oversees the research and analytics function in Hong Kong. 


Previously Eddie was the Head of Research in the Engineered Investment Strategies Group at ING Investment Management. He led the research team to develop investment strategies for quantitative and index products. Eddie spent early years of his career in London where he worked as an investment manager in the Multi-Strategy team at Amundi Asset Management. He was responsible for developing equity market neutral strategies. Eddie holds a Ph.D. in Finance from Lancaster University, UK. His research papers, which specialize in econometrics and forecasting, were published in several international journals. 

Bing-Jing Huang

Bing Jing jointed Taipei Exchange (TPEx) in 1994 and currently is deputy CEO for TPEx with oversight of the Exchange’s major business in equity trading, bond trading, surveillance, and intermediary service.

Bing Jing has his profession focus on bonds and derivatives across a broad range of products and platforms development. In his leadership of TPEx, it has successfully completed Electronic Bond Trading System (EBTS) for integration of outright and repo trading, launched first Trade Repository (TR) in Asia, and introduced various bond products, including International bonds(All foreign currency denominated bonds) & Formosa bonds(RMB denominated bonds). To the extent, he also contributes to all aspects of secondary bond market regulations in terms of formulation, implementation, and revision.

Broken Tuan
